There are very little restrictions, No ranks, No Titles, No clan limit restrictions, No number of character restrictions, No limited slots, Have a Uchiha, Jashin, and rinnegan user if you want. Apps have a set number of jutsu you can start with and ranks, but you can learn more IC. Ranks of jutsu availability is based on age not character rank or title. The older you are the more jutsu you can use.
